National Youth Survey, 2002 On March 4, 2002, CIRCLE, in collaboration with the Center for Democracy and Citizenship and the Partnership for Trust in Government at the Council for Excellence in Government, released a survey of 1,500 Americans between the ages of 15 and 25.
